八仙樂園塵爆案傷患眾多，台灣亟需要大量醫療資源與人力搶救。日本在台灣醫師公會牽線下，率先表示願意提供人工敷料等醫療資源，以及派遣醫護人員來台，以回饋台灣在311大地震時的援助。中國大陸與美國燒燙傷協會也表達關切，願意提供醫療資源與醫護志工來台。
衛福部長蔣丙煌2日對此表達感謝，但也強調礙於法規，若不具備中華民國的醫事人員資格，就無法在台灣執行業務。此番回應引發社會討論，認為衛福部應該適時放寬規定。
對此，衛福部次長林奏延3日重申，若外籍醫師來台，必須合於台灣的法規。林奏延說：『(原音)所有國外的這些援助，我們都心存感激，在法令許可裡面盡量來接受。』
醫事司司長王宗曦說，國外醫師來台都屬於支援性質，只能提供專業諮詢及指導。她舉例，幫病人換藥時，外國醫護人員只能在一旁備料、遞器械或指導操作儀器，不能直接碰觸傷患。
